Donald D’Cruz is a Master Mariner with over 20 years expertise in pilotage, investigation of pilotage/marine incidents, control of marine traffic, planning of sea-space, approving the design of berths and the assessment of marine risk.
He has played a key role in many marine and site evaluations for the operation of marine facilities, port reclamations, port expansions and navigation assessments for new marine terminals. Donald has been working on projects in many countries including Singapore, Brunei, Indonesia, India, Hong Kong, China, Korea, Australia and Cyprus.
Donald served the Maritime and Port Authority (MPA) of Singapore as the Assistant Director with Marine Development Plans and Pilotage under his purview. As a Marine Officer in the MPA, he was actively involved in the liberalization of towage services in Singapore.
