The Asia Foundation appointed DWA to conduct a comprehensive study of all the ports in Sulawesi to identify the opportunities for improving port efficiency through the Port & Shipping Law No. 17/2008 that was introduced by the Government of Indonesia.

The study reviewed the facilities, cargo throughput and potential of all the ports on Sulawesi, identified a range of practical ways that the new shipping law could improve port efficiency and effectiveness and made recommendations for the additional regulations and policy actions that are required to ensure that these improvements are achieved.
